WARWICK SCHOOL COMMITTEE'S PROPOSAL TO THE
WARWICK TEACHERS' UNION

 
     
  On June 21, 2004, the Warwick School Committee made the following proposal to the Warwick Teachers' Union:  
 

 
  Due to the extraordinary cuts to the School Committee's budget for the 2004-2005 school year, the School Committee withdraws all of its previous proposals except as outlined below:  
 

1. The School Committee will honor all tentative agreements reached with the Union.


2. The School Committee will implement the high school reform measures as made in its June 1, 2 and 3, 2004 proposals. Those proposals include reducing literacy class size, time for common planning and professional development and time for an advisor/advisee period for students.


3. Because it is too late at this time to implement a seven period schedule in the three junior high schools effective for the start of the 2004-2005 school year, the School Committee agrees to implement that schedule in all three junior high schools at the start of the 2005-2006 school year.


4. Effective September 1, 2004, all current bargaining unit members will pay a five percent of premium co-pay (plus the difference between the cost of Classic and their optional plan if the optional plan costs exceed the cost of Blue Cross Classic). Retirees who are eligible for paid health care benefits from the School Committee (except current retirees and those who submit their notice and retire on or before August 1, 2004) will also pay five percent of the School Committee's cost for the health care insurance in addition to any other cost obligations they have under the CBA.

6. No automatic transfer of department heads.

7. All in-house transfers shall take place before the Job Fair.

8. All other issues, including the issue of elementary restructure, would be per the present contract.

9. Staff development days as per the School Committee offer: 2004-2005: 3 days; 2005-2006 and thereafter: 4 days.

10. The school day in the elementary school shall be 6 and ¾ hours and the school day in the secondary schools shall be 7 hours.

11. The proposal for binding arbitration as outlined in the School Committee's September 2, 2003 proposal remains on the table.

12. The School Committee rejects all other outstanding WTU proposals.
